Introduction

Analysis of the core framework of the standard

The standard constructs a two-dimensional grading model of "object-degree of infringement" and divides the protection levels into five levels:

Object of infringement	General damage	Serious damage	Particularly serious damage
Citizens/Organization Rights and Interests	First Level	Second Level	Second Level
Social Order/Public Interests	Second Level	Third Level	Fourth Level
National Security	Third Level	Level 4	Level 5

The standard divides protected objects into three categories:

Information system: including 13 subcategories such as broadcasting system and media asset system
Network facilities: infrastructure such as bearer networks and wireless stations
Data resources: including big data platforms and data collections

Grading process of a provincial TV station's high-definition broadcasting system:

Determination of the infringed object: social order + public interest
Assess the degree of infringement: interruption may cause the suspension of all programs in the province (particularly serious damage)
Determine the level by comparing with Table 1: Level 3
Record after expert review and approval by the competent department

The standard puts forward special requirements for cloud computing platforms:

Public clouds need to distinguish between cloud service provider platforms and customer systems and classify them separately
Private clouds are classified according to the highest level of the business they carry
In principle, big data platforms containing personal information should not be lower than Level 3
