Introduction

Scope of application and definition of the standard

This standard applies to the air and water pollutant emission permit management of industrial furnaces and kilns, and clarifies that industrial furnaces and kilns refer to thermal equipment such as smelting and roasting by using fuel combustion or electric energy conversion heat. According to the "List of Classification Management of Pollutant Emission Permits for Stationary Pollution Sources", pollutant emission units are divided into two categories: key management and simplified management.

Background of Standard Implementation

In order to implement the "Air Pollution Prevention and Control Law" and other laws and regulations, and respond to the requirements of the "Integrated Control Plan for Air Pollution from Industrial Furnaces" (Environmental Atmosphere [2019] No. 56), special emission permit technical specifications for industrial furnaces are formulated for the first time to strengthen the coordinated control of multiple pollutants such as particulate matter, sulfur dioxide, and nitrogen oxides.


Implementation Suggestions

  1. Key management units should record operating parameters such as filter material replacement and desulfurization agent addition on a monthly basis
  2. Emission outlets installed with CEMS need to conduct data verification every day
  3. Manual monitoring should be carried out every quarter for unorganized emission points
  4. Establish a complete environmental management ledger (keep for ≥3 years)
