本标准规定了煤炭工业矿区总体规划环境影响评价的一般原则、内容、方法和要求。
本标准适用于国务院有关部门、设区的市级以上人民政府及其有关部门组织编制的煤炭工业矿区总体规范环境影响评价。
煤、电一体化，煤、电、化工一体化等专项规划环境影响评价中的煤炭开发规划环境影响评价可参照本标准执行。

Scope

This standard specifies the general principles, content, methods and requirements for environmental impact assessment of overall planning of coal industry mining areas.
