In order to implement Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, conduct monitoring over emission pollutants meitted from stationary pollution source of atmosphere, and specify the performance, quality and test of continuous monitoring system for SO2, NOX and particulate matter in flue gas emitted from stationary sources, this standard is prepared.

This standard specifies the composition structure, technical specififcations, test items and test methods for continuous monitoring system for SO2, NOX and particulate matters in flue gas emitted from stationary sources.

This standard is a revision to Specification and Test Procedures for Continuous Emission Monitoring Systems of Flue Gas Emitted from Stationary Sources (on trial). This standard was issued in 2001 as first edition and its first revision was issued in 2007. This is its second revision. The significant changes of this revision include:

——Technical specifications, performance index and test method of laboratory test for CEMS gaseous pollutant monitoring unit and particulate matter monitoring unit are added;

——Technical specifications, performance index and test method for CEMS field test are revised and improved;

——Technical requirements and performance index for test of CEMS critical component condenser and sampling tube are added.

Annexes A and B of this standard are normative while Annex C Annex G are informative.

Since the implementation date of this standard, Specification and Test Procedures for Continuous Emission Monitoring Systems of Flue Gas Emitted from Stationary Sources (on trial) (HJ/T 76-2007) is abolished.

This standard was approved by the Ministry of Environmental Protection on December 29, 2017.

This standard shall be implemented from March 1, 2018.

The Ministry of Environmental Protection is in charge of the explanation of this standard.
Specifications and Test Procedures for Continuous Emission Monitoring System for SO2, NOX and Particulate Matter in Flue Gas Emitted from Stationary Sources

1 Scope of Application

This standard specifies the composition structure, technical specifications, performance index and test methods for continuous monitoring system for SO2, NOX and particulate matter in flue gas emitted from stationary sources.

This standard is applicable to design, production and test of continuous monitoring system for SO2, NOX and particulate matter in flue gas from stationary source.

3 Terms and Definitions
For the purposes of this standard, the following terms and definitions apply.

3.1

continuous emission monitoring, CEM

Continuous real-time automatic monitoring over emission concentration and amount of particulate matter and (or) gaseous pollutant emitted from stationary source (hereinafter abbreviated as CEM).

3.2

continuous emission monitoring system, CEMS

All equipment required for continuous monitoring of emission concentration and amount of particulate matter and (or) gaseous pollutant emitted from stationary source (hereinafter abbreviated as CEMS).

3.3

Spanspan (full scale)

Set set the maximum measured value of CEMS as required by actual application.

3.4

response time

the response time includes instrument response time and system response time

the instrument response time is the interval from a step increase or decrease of observed analyzer indication value to the time of indication value reaching 90% or 10% of the nominal value of standard gas

System system response time refers to the interval from the time of CEMS system sampling probe letting in standard gas to the time of analyzer indication value reaching 90% of the nominal value of standard gas, including pipeline transmission time and instrument response time.

3.5

zero drift

percentage of deviation between instrument reading and initial measurement value of zero gas to span where CEMS lets in zero gas after operation according to the time as required under the premise that the instrument is not subject to repair, maintenance and adjustment

3.6

Span span drift

percentage of deviation between instrument reading and initial measurement value of span calibration gas to span, where CEMS lets into gas after CEMS operates according to the time as required under the premise that the instrument is not subject to repair, maintenance or adjustment

3.7

maintenance interval

the minimum maintenance interval where system can meet the technical requirements of HJ 75 without need for any external manual maintenance

3.8

nitrogen dioxide conversion efficiency

efficiency of NO2 conversion into NO

3.9

parallelism

relative standard deviation of its measurement result where the same system measures the same measured object under the same environment condition

3.10

ppm parts per million

volume concentration per million

3.11

reference method

The standard method issued by the State or industry compared with CEMS measurement result

3.12

dry flue gas concentration

the concentration of the pollutants in the flue gas were the flue gas is subject to pretreatment and the dew temperature , also called dry basis concentration.

3.13

standard state

The the condition where the temperature is 273 K and the pressure is 101.325 kPa. The pollutant mass concentrations in this standard are all the concentration of dry flue gas in standard state.

3.14

relative accuracy

ratio of the sums of the absolute values of the average value of the differentials between data pairs and that of confidence coefficient to the average value of determination data with reference method where the measurement results in the same interval and in the same status composes several data pairs in synchronous measurements for pollutant concentration in flue gas with CEMS reference method

3.15

correlation calibration

the process to calibrate particles CEMS with reference method via establishment of correlation curves between data pairs where measurement results in the same time interval and same state are adopted to compose several data pairs with reference method and CEMS adopted to synchronously measure the particulate concentration in the flue gas

3.16

velocity field coefficient

the ratio of average flue gas flow rate measured with reference method and that measured with CEMS in the same time interval and same status with reference method and CEMS adopted to synchronously measure the flue gas flow rate
4 Composition and Structure of System

4.1 System composition

CEMS is composed of particles monitoring unit and (or) gaseous pollutant SO2 and (or) monitoring unit, flue gas parameter monitoring unit and data acquisition and processing unit (as shown in Figure 1). The system measures particulate concentration, gaseous pollutant SO2 and (or) NOX concentration in flue gas and flue gas parameter (temperature, pressure, flow rate or flow capacity, laboratory temperature and humidity, oxygen content, etc.), meanwhile calculates the pollutant emission rate and discharge amount in the flue gas, displays (may support printing) and record various data and parameters, form related chart, and transmits to management department via such methods as data and graph-text.

4.2 System structure

CEMS system structure mainly includes sample collection and transmission equipment, preprocessing equipment, analysis instrument, data acquisition and transmission equipment and other auxiliary equipment, etc. According to the difference of CEMS measurement mode and principle, CEMS is composed of the above whole or partial structures.
