Introduction

Standard Overview

This standard specifies the technical requirements for environmental protection acceptance of completed viscose fiber construction projects, including working procedures, monitoring content and report preparation specifications. It is applicable to the environmental protection acceptance of regenerated cellulose fiber production projects, but not to crude manufacturing projects.

Typical pollution control cases

Acid station waste gas treatment: Carbon disulfide is treated by alkaline solution spraying + activated carbon adsorption combined process, and the measured removal efficiency must be ≥90%. The acceptance monitoring of a certain enterprise shows that the emission concentration is ≤12mg/m³, which is better than the standard limit of 50mg/m³.


Standard Evolution Analysis

Compared with the earlier specifications, HJ 791-2016 adds:
1. Quantitative requirements for working conditions (clarify the 75% load threshold)
2. Characteristic pollutant monitoring (strengthen the control of CS₂ unorganized emissions)
3. Risk prevention and control special project (requires supporting emergency pools and gas leak monitoring)
