This standard is prepared for the purpose of implementing Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on Prevention and Control of Radioactive Pollution, Law of the People's Republic of China on Environmental Impact Assessment and Regulations on the Administration of Construction Project Environmental Protection and standardizing the environmental impact assessment of nuclear power plant construction projects in combination with the specific development conditions of nuclear power. This standard specifies the preparation requirements for the environmental impact report of nuclear power plant construction projects. The appendix of this standard is normative. This standard was issued for the first time in 1988. This is the first revision. This standard is proposed by the Department of Nuclear Power Safety Supervision and Management of the Ministry of Environmental Protection. This standard is prepared by the Department of Nuclear Power Safety Supervision and Management and Department of Science, and Technology and Standards of the Ministry of Environmental Protection. Chief drafting organization of this standard: Nuclear and Radiation Safety Center of the Ministry of Environmental Protection. This standard was approved by the Ministry of Environmental Protection on June 24, 2016. This standard shall be implemented from October 1, 2016. The Ministry of Environmental Protection is in charge of the explanation of this standard. Technical Guidelines for Environmental Impact Assessment Format and Content of Environmental Impact Reports for Nuclear Power Plants 环境影响评价技术导则 核电厂环境影响报告书的格式和内容 1 Application Scope This standard specifies the requirements for preparation of environmental impact assessment of nuclear power plant construction projects in site selection stage, construction stage and operation stage. This standard is applicable to the environmental impact assessment of construction projects of nuclear power plant (with electric power greater than 300MW) fixed on the ground and other nuclear power plants may also refer to the provisions of this standard. 2 Terminologies and Definitions For the purposes of this standard, the following terminologies and definitions apply. 2.1 Effluents The gaseous and liquid flows which contain very little radioactive substance, are discharged from practice source to the environment, meet the requirements of relevant standards, and are approved by supervision and management department. 2.2 Environment protection facilities The equipment and installations required to make the substance produced during the production process and having impact on environment meet reutilization standard or emission requirements and the necessary equipment for monitoring of effluents and environment. 2.3 Associated projects (facilities) Various associated service facilities, such as access road and emergency road, environmental laboratory and frontier station, heavy terminal, power supply line and reservoir, for the principal part of construction project. 2.4 Radiation environment impact The radiation impact of gaseous and liquid radioactive substances and solid radioactive waste released from nuclear power plant on surrounding environment and the public. 2.5 Non-radiation environment impact Impacts of nuclear power plant (except for radiation environment impact) on surrounding environment and the public, mainly including land and population, thermal discharge, non-radioactive and toxic substance, cooling tower and thermal plume discharge, noise and electromagnetism. 3 Working Stage As for the environmental impact assessment of nuclear power plant construction project, according to the requirements of the Law of the People's Republic of China on Prevention and Control of Radioactive Pollution, the operating organization of nuclear power plant shall prepare environmental impact reports for site selection stage, construction stage and operation stage respectively before applying for site selection examination and approval, construction permit and initial charging permit. 4 Normative Technical Requirements 4.1 Environmental impact factors and assessment indexes 4.1.1 Impact factors On the basis of environmental status survey and engineering analysis, environmental impact factors shall be identified in combination with the characteristics of construction period and operation period of nuclear power plant from such aspects as radiation, atmosphere, water, sound, soil, ecology and electromagnetism, etc. 4.1.2 Assessment indexes According to the identification result of environmental impact factors and in combination with project characteristics, radioactivity characteristics of gaseous and liquid effluents and solid waste generated from nuclear power plant construction projects and the pollution factors of other pollutants shall be determined and then the assessment indexes of environmental elements shall be selected in combination with environmental features of the region. 4.2 Assessment standard 4.2.1 Assessment standard for radiation environment impact Assessment standard for radiation environment impact, such as the constraint value of annually effective dose to an individual of the public, annual discharge control value of airborne effluents, annual discharge control value and discharge concentration control value of liquid effluents, and concentration control value of nuclide in environmental media during the operation of nuclear power plant and the control value of radiation dose to the public under accident conditions of nuclear power plant, shall be specified. As for multi-reactor site, the relationship between this phase of project and existing projects shall be considered, and the constraint value of annually effective dose to the public and annual discharge control value of the whole factory shall be explained. 4.2.2 Assessment standard for non-radiation environment impact Assessment standard for non-radiation environment impact approved (or confirmed) by local environmental protection department shall be specified, such as water quality standard (including temperature rise) for receiving water, environmental quality standard for atmosphere, sound and electromagnetism, and discharge standard for non-polluted industrial wastewater, domestic sewage as well as air pollutants and factory boundary noise, etc. 4.3 Assessment scope The assessment scope of radiation environment impact generally refers to the area in an 80km radius around discharge point of main airborne effluents or central position of reactor. The assessment scope of non-radiation environment impact is determined according to the impact assessment work rating specified by the Technical Guidelines for Environmental Impact Assessment. 4.4 Environmental protection measures According to principles of technology advance, applicability and effectiveness, the measures to be taken shall be subjected to the analysis and demonstration in terms of technical feasibility, economic rationality, reliability of long-term stable operation and standardized discharge as well as feasibility of meeting environment quality and the total quantity control and concentration control for pollutant discharge. 4.5 Technical requirements of assessment 4.5.1 Site selection stage The environmental impact report in site selection stage is to obtain the environmental characteristic information of the area where nuclear power plant site locates and the possibly affected area, especially about geographic location of plant, population distribution in surrounding area, land use and resources survey, water use and resource overview, meteorology and hydrology, landform and other environmental data, by information investigation, field investigation or testing, and to assess the potential environmental impact of nuclear power plant by reference to the data information of nuclear power plant (or prototype reactor). The emphasis of the assessment in this stage is to judge the suitability of selected plant site from the aspect of environmental protection by analyzing its compatibility with the development planning, environmental protection planning, environmental function division, ecological function division, water function division and land use planning, etc. and to put forward environmental protection requirements for the engineering design of nuclear power plant. 4.5.2 Construction stage The environmental impact report in construction stage is to obtain the environmental characteristic information of the area where nuclear power plant site locates and the possibly affected area mainly by field investigation and testing, and to assess the possible environment impact of nuclear power plant according to the design information of nuclear power plant, the design discharge amount of airborne and liquid effluents and solid radioactive waste as well as the design information of environment protection facilities. The emphasis of the assessment in this stage is to demonstrate whether the project design of nuclear power plant can meet the environmental protection requirements and to ensure the implementation of environment protection facilities from the design. 4.5.3 Operation stage The environmental impact report in operation stage is to obtain the environmental characteristic information of the area where nuclear power plant site locates and the possibly affected area mainly by field investigation and testing, and to assess the possible environmental impact according to the final design of nuclear power plant, especially about the performance of environment protection facilities (including emergency facilities). In the report, actual design information related to environmental protection, performance of environment protection facilities and contents about applying for the discharge volume of gaseous and liquid effluents are described. According to monitoring technical specification, complete and detailed effluents monitoring and environmental monitoring plans are formulated. Environmental investigation results, especially the survey result of radiation environment background (current status), before the operation of nuclear power plant are specified. The emphasis of the assessment in this stage is to realize the optimization of annual discharge volume application value of gaseous and liquid effluents, inspect whether the construction of nuclear power plant and environmental protection measures meet the relevant national and local requirements. Appendix A (Normative) of this standard specifies the format and content of environmental impact report.
