本标准规定了镍冶炼排污单位排污许可证申请与核发的基本情况填报要求、许可排放限值确定、实际排放量核算、合规判定的方法以及自行监测、环境管理台账与排污许可证执行报告等环境管理要求,提出了镍冶炼行业污染防治可行技术要求。
本标准适用于指导镍冶炼排污单位填报《排污许可证申请表》及在全国排污许可证管理信息平台申报系统中填报相关申请信息,适用于指导核发机关审核确定镍冶炼行业排污许可证许可要求。
本标准适用于以镍矿为原料的镍冶炼排污单位排放的大气污染物、水污染物的排污许可管理,不适用于以废旧镍物料为原料的再生冶炼排污单位排放的大气污染物、水污染物的排污许可管理。
本标准未做出规定但排放工业废水、废气或国家规定的有毒有害大气污染物的镍冶炼排污单位的其他产污设施和排放口,参照《排污许可证申请与核发技术规范 总则》执行;在《排污许可证申请与核发技术规范 锅炉工业》发布前,热水锅炉和65t/h及以下蒸汽锅炉参照本标准执行,发布后从其规定。

Standard Background and Technological Evolution
As a key technical support document for the pollutant emission permit system for the non-ferrous metal industry, this standard is formulated based on the requirements of laws and regulations such as the Environmental Protection Law and the Air Pollution Prevention and Control Law. It is the first time that the pollutant emission permit management of the nickel smelting industry is systematically regulated, filling the gap in the nickel smelting pollution prevention and control technology system.
