本标准未做出规定但排放工业废水、废气或国家规定的有毒有害大气污染物的钛冶炼排污单位其他产污设施和排放口,参照《排污许可证申请与核发技术规范 总则》执行;在《排污许可证申请与核发技术规范 锅炉工业》发布前,热水锅炉和65t/h及以下蒸汽锅炉参照本标准执行,发布后从其规定。

Standard background and scope of application
This standard is formulated in accordance with the "Environmental Protection Law", "Air Pollution Prevention and Control Law" and other laws and regulations. It is applicable to sponge titanium production enterprises that use titanium concentrate, ilmenite or titanium tetrachloride as raw materials, and covers the pollution discharge permit management of the production of products such as titanium slag, titanium tetrachloride and sponge titanium.

Among them, the benchmark exhaust volume of the titanium slag smelting electric furnace is 5000m³/t product, and that of the titanium tetrachloride preparation system is 2800m³/t product.
Feasible technologies for pollution prevention and control
- Titanium slag electric furnace flue gas: electric bag composite dust removal + limestone-gypsum desulfurization
- Chlorine treatment: two-stage alkaline washing process
- Wastewater treatment: neutralization-coagulation-sedimentation combined process
Implementation suggestions
- Establish a full-process pollution source ledger, focusing on recording the operating parameters of key equipment such as electric furnace and chlorination furnace
- Install an online flue gas monitoring system (CEMS), and keep the monitoring data for no less than 3 years
- Carry out unorganized emission detection every quarter, focusing on the unorganized emission of chlorine
- During the emergency period of heavy pollution weather, limit production and reduce emissions by 20% of the approved production capacity
