本标准规定了电池工业排污许可证申请与核发的基本情况填报要求、许可排放限值确定、实际排放量核算、合规判定的技术方法,以及自行监测、环境管理台账与排污许可证执行报告等环境管理要求,提出了电池工业污染防治可行技术要求。
本标准适用于指导电池工业排污单位填报《排污许可证申请表》及网上填报相关申请信息,同时适用于指导核发环保部门审核确定电池工业排污单位排污许可证要求。
电池工业排污单位中,执行《火电厂大气污染物排放标准》(GB 13223)的生产设施或排放口,适用于《火电行业排污许可证申请与核发技术规范》;执行《锅炉大气污染物排放标准》(GB 13271)的生产设施或排放口,适用《排污许可证申请与核发技术规范 锅炉》(HJ 953)。
本标准未做出规定但排放大气污染物、水污染物和国家规定的有毒有害污染物的电池工业排污单位其他产污设施和排放口,参照《排污许可证申请与核发技术规范 总则》(HJ 942)执行。


Scope

This standard specifies the basic requirements for filling in the application and issuance of emission permits for the battery industry, the determination of permitted emission limits, the accounting of actual emissions, the technical methods for compliance determination, as well as self-monitoring, environmental management ledgers and emission permit execution reports and other environmental management requirements, and proposed feasible technical requirements for battery industry pollution prevention and control. This standard is applicable to guide battery industry pollutant discharge units to fill in the "Pollution Discharge License Application Form" and fill in relevant application information online. It is also applicable to guide the issuing environmental protection department to review and determine the battery industry pollutant discharge unit's discharge permit requirements. This standard applies to the discharge permit management of air pollutants, water pollutants, etc. discharged by battery industry discharge units. Among the battery industry pollutant discharge units, the production facilities or discharge outlets that implement the "Emission Standard of Air Pollutants for Thermal Power Plants" (GB13223) shall apply to the "Technical Specifications for Application and Issuance of Pollutant Discharge Licenses in the Thermal Power Industry"; the "Emission Standard of Air Pollutants for Boilers" ( GB13271), the "Technical Specifications for Application and Issuance of Pollutant Discharge Licenses for Boilers" (HJ953) shall apply. This standard does not provide for other pollution-producing facilities and discharge outlets of battery industrial discharge units that discharge air pollutants, water pollutants and toxic and harmful pollutants specified by the state. Please refer to the "General Principles of Technical Specifications for Application and Issuance of Pollutant Discharge Licenses" (HJ942 )implement.
