本标准适用于石油炼制工业主体生产装置、公用和辅助设施的废气、废水、噪声、固体废物污染源的源强核算。执行GB 13223的锅炉和燃气轮机组污染源源强按照HJ 888进行核算;执行GB 13271的锅炉污染源源强按照锅炉污染源源强核算技术指南进行核算。
Scope
This standard specifies the basic principles, content, accounting methods and requirements for accounting for pollution sources of waste gas, waste water, noise and solid waste from the petroleum refining industry. This standard is applicable to the source intensity calculation of pollution sources from new (renovation, expansion) projects and existing project pollution sources in the petroleum refining industry. This standard is applicable to the source intensity accounting of pollution sources under normal and abnormal discharge conditions in the petroleum refining industry. It is not applicable to the accounting of pollution source intensity in the case of sudden leakage, fire, explosion and other accidents. This standard is applicable to the source intensity calculation of waste gas, waste water, noise, and solid waste pollution sources from main production equipment, public and auxiliary facilities in the petroleum refining industry. The pollution source intensity of boilers and gas turbine units that implements GB13223 is calculated in accordance with HJ888; the pollution source intensity of boilers that implements GB13271 is calculated in accordance with the Technical Guidelines for Boiler Pollution Source Intensity Accounting. 2
