本标准规定了清洁生产的一般要求。本标准将清洁生产指标分为五类，即生产工艺与装备要求、资源能源利用指标、污染物产生指标（末端处理前）、废物回收利用指标和环境管理要求。
本标准适用于造纸工业（漂白化学烧碱法麦草浆生产工艺）企业的清洁生产审核和清洁生产潜力与机会的判断，以及清洁生产绩效评定和清洁生产绩效公告制度。

Scope

This standard specifies the general requirements for cleaner production. This standard divides cleaner production indicators into five categories, namely production process and equipment requirements, resource and energy utilization indicators, pollutant generation indicators (before terminal treatment), waste recycling indicators and environmental management requirements. This standard is applicable to the cleaner production audit and judgment of cleaner production potential and opportunities in the paper industry (bleaching chemical caustic soda wheat straw pulp production process) enterprises, as well as the cleaner production performance assessment and cleaner production performance announcement system.
