1 Scope

This standard specifies the basic requirements of consignment, carriage, vehicle and equipment, transportation, employees and labor protection for the transportation of dangerous goods by automobile.
This standard is applicable to safety management on the transportation of dangerous goods by automobile.

3 Terms and Definitions

For the purpose of this standard, the following terms and definitions apply.
3.1
Dangerous goods
Goods which are explosive, inflammable, poisonous, corrosive and radioactive, easy to cause loss of life or personal injury and property damage during transportation, handling, storage and preservation and need special protection.
3.2
Dangerous disposal
Disposals which are listed in "National Hazardous Wastes List" or identified as hazardous according to national Identification standard for hazardous wastes and identification method.
3.3
Medical disposal
Disposals generated, in the medical and health institutions, during medical treatment, prevention, health care and other relevant activities which are infectious, toxic and dangerous.
3.4
Vessel permanently fixed trailer
Vessel trailer with the vessel permanently and inseparably fixed on the vehicle chassis.
3.5
Semi-trailer
Vessel trailer with the vessel permanently and reparably fixed on the trailer chassis which the tractor is inseparable from the trailer.
3.6
Tank container
Containers which consist of frames and tanks and are divided into single-tank type and multiple-tank type (GB/T 1992-1985, definition 2.2.2.2).

4 Classification and Subentry

The classification and subentry of dangerous goods shall meet those specified in GB 6944.

5 Packaging, Marking and Labeling

5.1 Packaging
Packaging of dangerous goods shall meet the requirements of GB 12463, GB 11806 and GB 18564.
5.2 Marking
Marking of dangerous goods shall meet the requirements of GB 190 and GB/T 191.
5.3 Safety label
Safety label of dangerous goods shall meet the requirements of GB 15258.
5.4 Safety specification
Safety specification of dangerous goods shall meet the relevant national regulations.

6 Consignment

6.1 The shipper shall have enterprise which is qualified to operate transportation of dangerous goods by automobile to do consignment, and the dangerous goods to be consigned shall correspond to the operation scope of the carrier enterprise.
6.2 The shipper shall faithfully and detailedly fill in the contents specified in the waybill (see Appendix A for the basic contents) and submit safety specification and safety label which are consistent with the consigned dangerous goods.
6.3 Safety specification, safety label and dangerous goods identification table (see Appendix B) which are consistent with the consigned dangerous goods shall be submitted while consigning dangerous goods beyond GB 12268.
6.4 Dangerous goods with inimical properties or fire-fighting methods shall be consigned separately.
6.5 The consignment of empty vessels once contained dangerous goods and without eliminating dangerous residue shall be conducted according to the consign method of the original dangerous goods.
6.6 As for the dangerous goods in need of container shipment, the shipper shall submit the packaging list of dangerous goods.
6.7 As for the consignment of dangerous goods in need of temperature-controlled carrying, the shipper shall make description of the control temperature, dangerous temperature and temperature-controlled method to the carrier and specified them in the waybill.
6.8 As for the consignment of edible and officinal dangerous goods, the words such as "edible" and "officinal" shall be indicated in the waybill.
