Analysis of the core content of the standard
MH/T 4007-2023, as the third revised version of the civil aviation industry standard, comprehensively regulates the format requirements and data specifications of air traffic service (ATS) telegrams. Compared with the 2012 version, the new version of the standard mainly presents the following technical evolution:

Key Technical Elements
1. Message Classification System
The standard divides ATS messages into three categories and 14 specific types, and clearly identifies them through data element A of group 3:
- Emergency message: ALR (alarm warning), RCF (radio failure message)
- Dynamic message: 7 flight status messages such as FPL (pilot plan message)
- Coordination message: 4 control coordination messages such as CDN (control coordination message)
2. Grouping data structure
A two-level data structure specification is adopted:
- b class=instrument>Group level: 22 standard groups (such as group 7-aircraft identification)
- Element level: Each group contains 1-3 data elements (such as SSR mode/code)
The data format strictly defines two representation methods:
Format 1: fixed length (such as the 3-letter telegraph code of group 3) Format 2: variable length (such as other information of group 18)

System transformation precautions
For the main technical changes in the standard, it is recommended to focus on:
- Character set compatibility: Support ITA-2 and IA-5 dual character set transmission (4.2.1)
- Message length: Control reports shall not exceed 1800 symbols (4.5.2)
- Wake turbulence classification: Update the aircraft classification code according to the maximum take-off weight (5.8.1)
Typical application scenarios
Take Flight Plan Report (FPL) as an example:
- Group 7 must contain aircraft identification marks (5.7)
- Group 10 must indicate RNAV/RNP capabilities (Appendix D)
- Group 15 cruising altitude level indication should comply with ICAO Annex 2 requirements (5.13)
