Introduction
Background of Standard Revision and Scope of Application
The 2021 version of the standard replaces the 2010 version of MH/T 4028.1, and mainly upgrades the technology of core equipment such as VHF ground-to-air communication system and voice communication switching system. It is applicable to the equipment configuration of three types and six scales of control units: regional control, terminal area control (A/B level), and tower control (A/B/C level).

Analysis of key technical requirements
1. VHF communication system
Regional control needs to achieve dual signal coverage (2+ stations), and the tower A level requires independent configuration of airport/ground frequencies. All levels must include the 121.5MHz emergency frequency, and its coverage requirements are shown in the following table:
2. Voice communication switching system
Regional and terminal A levels need to be configured with two main and standby systems, and the seat equipment adopts "1+1" or "2+1" redundancy mode. The system interface must meet the following requirements:
- 100% redundant access to wireless channels
- Consistent specifications of wired/wireless interfaces
- Clock synchronization accuracy ≤1ms
Implementation recommendations
Transition plan between old and new standards
For the existing 2010 version systems, it is recommended to focus on the following transformations:
- Adding regional control emergency VHF stations
- Upgrading the multi-channel recording capability of the tower's Class A voice recorder
- Optimizing the frequency allocation strategy for the terminal area
Special scenario processing
It is recommended that plateau airports be additionally equipped with an HF ground-to-air communication system as a supplement to the VHF. The equipment selection must comply with the weather resistance requirements of Clause 5.2.3.
Technology Evolution Trends
The standard reflects three major technology development directions:
- Modular design: Voice switching systems support hot-swappable component replacement
- Heterogeneous redundancy: The primary and standby systems use equipment from different manufacturers
