本标准适用于单张地图、地图集、电子类地图等省级以下行政区划图(集)的编制。其他类型地图可参照执行。

Key technical points

Basic mathematical specifications

The standard stipulates the use of the 2000 National Geodetic Coordinate System, and the 1985 National Elevation Datum is used uniformly for elevation datums. The projection method can be flexibly selected according to the map range:

  • Provincial atlas: Double standard parallel orthogonal conformal conic projection (e.g. Inner Mongolia 1:4.5 million)
  • Large-scale map: Gauss-Krüger projection (county-level 1:10,000 map)

Structured content representation

The atlas adopts a three-level content structure:

  1. Sequence map group: Contains thematic maps such as geographical location and historical evolution
  2. Main map group: Colored by administrative level (provincial-prefectural-county)
  3. Appendix: Contains a table of rare characters for administrative regions (e.g., the pronunciation of "Pi" in the county)

Implementation suggestions

Key points of quality control

According to the requirements of GB/T19996-2005, special attention should be paid to:

  • Boundary accuracy: National boundaries must use the standard sample map of the Ministry of Foreign Affairs
  • Current information: Township adjustments require written confirmation from the civil affairs department
  • Confidentiality review: Sensitive elements such as airports must be marked in accordance with the National Surveying and Mapping Document [2013] No. 1

The standard reflects three major development trends:
