Introduction
Interpretation of the Standard's Core Content
SB/T 11211-2017, a key standard for construction material supply chain management, systematically defines technical requirements for the entire process, from procurement to acceptance. This standard applies to the procurement of all building materials for new construction and renovation projects, but does not apply to consumer retail scenarios.
Analysis of Procurement Standard System
| Standard Type | Applicable Situations | Implementation Requirements |
|---|---|---|
| National Mandatory Standards | Basic Safety Requirements | Minimum Requirements Must Be Meet |
| Industry/Local Standards | Regular Procurement | Default Implementation Standards |
| Purchasing Party’s Special Standards | Customized Requirements | Must Be Clearly Stated in the Contract |
Acceptance Dispute Resolution Mechanism
The standard innovatively establishes a three-tier dispute resolution system:
- Contract priority principle (Article 7.1.1)
- Third-party re-inspection mechanism (Article 7.2.1) requires the testing agency to have CMA qualifications
- Judicial remedies (Article 7.1.2)
Implementation Suggestions
1. Preparation of procurement documents: The sample retention plan required by Article 4.3.4 should be included. It is recommended that no less than three sealed samples be provided.
2. Supply process control: When conducting unannounced inspections in accordance with Article 4.6.1, 48 hours' written notice must be given in advance.
3. Acceptance tool configuration: According to the requirements of Article 4.10.3, measuring instruments should be calibrated by a third party every quarter.
