Scope

These regulations apply to the construction, expansion and reconstruction of oil refining, petrochemical production units (hereinafter referred to as petrochemical units) and their supporting facilities. The content and format of the handover documents for railways, highways, ports and terminals, telecommunications projects, power transmission and transformation projects above 3kV, industrial elevators, and projects involving oil fields, long-distance pipelines and urban construction in the construction of petrochemical projects shall be implemented in accordance with the relevant industry standards or regulations of relevant departments. The content and format of the handover documents used for industrial buildings and structures in petrochemical projects, in addition to the exceptions listed in these regulations, shall also be implemented in accordance with national standards and relevant industry standards or regulations of the construction administrative department of the project location. The handover documents for boiler installation, on-site assembly and welding of pressure vessels and special equipment installation projects shall be implemented in accordance with the content and format approved by the boiler pressure vessel and special equipment safety supervision agency in the construction unit's location.
