This specification was revised with respect to SH 3015-2003 Code of design for water & wastewater in petrochemical engineering by the drafting group according to the requirements of Plan for the development and revision of the second batch of professional standards in 2012 (GONGXINTINGKE [2012] No.119) issued by the Ministry of Industry and Information Technology of the People's Republic of China, through extensive investigation, careful summarization of practical experience, and reference to extensive solicitation of opinions.

This specification consists of 7 clauses.

The main technical contents of this specification: scope, terms and definitions, design regulations for water supply and drainage system, water supply and drainage volume calculation, water supply and drainage unit, etc.

This specification is technically revised as follows:

—— the Clause “Terms and definitions” is added;

—— the accidental drainage system is added;

—— the accidental water volume calculation is added;

—— the design requirements are added for the water supply and drainage units of water purification field, circulating water field, wastewater treatment field, rainwater monitoring and lifting, and accidental water storage.

This specification was firstly issued in 1999 and revised for the first time in 2003. This is the second revision.


Specification of design for water & wastewater in petrochemical industry

1 Scope

This specification specifies the design requirements of petrochemical water supply and drainage systems.

This specification is applicable to the design of water supply and drainage systems for new construction, expansion and renovation projects of petrochemical and coal chemical industries.

3 Terms and definitions

For the purpose of this specification, the following terms and definitions apply.

3.1

freshwater

water that is not used and is not distributed to application systems

3.2

process water

water supplied by the water source or water purification field and directly used in the production procedure

3.3

unforeseen demand

volume of water supplied (drained) that may occur in the production process which is unpredictable for the system design

3.4

reclaimed water

water meeting certain use requirements with the water quality of sewage and wastewater reaching a certain water quality standard after being treated

3.5

industry wastewater

wastewater generated in the industrial production process, including process wastewater, polluted rainwater (mixed with process wastewater), domestic wastewater, discharge wastewater of circulating cooling water, discharge wastewater of chemical water production, discharge wastewater of steam generator, discharge wastewater of waste heat boiler, etc.

wastewater discharged from various production equipment after direct contact with materials in the industrial production process

sewage generated in daily life

3.8

accidental drainage

polluted rainwater, material leakage, firefighting wastewater and process wastewater generated during the accident or accident handling

rainwater with pollutant concentration in surface runoff within the area of enterprises or production facilities higher than the direct discharge limit specified in the standard

the annual processing or annual production capacity of the plant determined by material balance according to the design specification

3.12

delivery pipe

generally, it refers to the pipe from the water source to the enterprise water plant (raw water delivery pipe) or from the enterprise water plant to the pipe network in the distant plant area (purified water delivery pipe)

4 Basic requirements

4.1 The water resource utilization in the plant shall meet the requirements for water conservation and discharge reduction by optimizing the water-consuming system and improving the water utilization efficiency, and shall meet the following requirements:

a) use clean production technology and energy-saving and water-saving equipment to control water supply and drainage from the source;

b) comprehensively utilize the water resources to reduce industry wastewater discharge. Industry wastewater should be reused and rainwater should be collected and utilized.

4.2 The volume of water withdrawal from the water supply source of the plant shall meet the requirements of the plant's designed demand, with a certain margin.

4.3 The division of the plant water supply system shall be determined comprehensively according to the requirements of users for water quality, water pressure and water temperature and in combination with the characteristics of water sources.

4.4 The freshwater volume for the plant process water shall be reduced to improve the reuse rate of water.

4.5 Different water supply systems in the plant shall not be directly connected.

4.6 The fire water supply system of petrochemical enterprises shall not be combined with the circulating cooling water system.

4.7 The division of plant drainage shall be classified according to quality. The drainage system shall be determined according to the water quality, water volume, water pressure and destination of drainage.

4.8 The pretreatment of industry wastewater shall be combined with the final treatment of the whole plant: the recycle of industry wastewater and its useful substances shall be combined with the treatment and discharge. Industry wastewater shall be recycled after being purified and qualified on the basis of scientific experiments, production practice and technical and economic comparison.

4.9 Exterior drainage of the enterprise shall be divided into two categories: standard wastewater and rainwater. If drained out of the boundary of the plant, the drainage shall meet the current relevant discharge requirements.

4.10 The selection of water supply sources for plants shall meet the relevant requirements of the current national standard GB 50013 Standard for design of outdoor water supply engineering.

4.11 The design of circulating water field shall meet the relevant requirements of the current national standards GB/T 50050 Code for design of industrial recirculating cooling water treatment, GB/T 50102 Code for design of cooling for industrial recirculating water, GB/T 50746 Code for design of petrochemical recirculation cooling water unit.

4.12 The design of water purification field shall meet the relevant requirements of the current national standard of China GB 50013 Standard for design of outdoor water supply engineering.

4.13 The design of wastewater treatment field (station) shall meet the relevant requirements of the current national standard of China GB 50747 Code for design of wastewater treatment in petrochemical industry.

4.14 The design of water supply and drainage system pipes shall meet the relevant requirements of the current professional standard of China SH 3034 Specification for design of water supply and wastewater piping in petrochemical industry.
