This standard was revised by the drafting group according to the requirements of Development and revision plan on the fourth batch of professional standards in 2013 (GONGXINTINGKE [2013] No.217) issued by the Ministry of Industry and Information Technology of the People's Republic of China, through extensive investigation, careful summarization of practical experiences, reference to relevant domestic standards and foreign advanced standards and extensive solicitation of opinions.

This standard consists of 7 clauses and 7 annexes, of which Annexes A to G are normative.

The main technical contents of this standard are: general, contents and copies of technical documentation for construction process, preparation and sorting out of technical documentation for construction process and filing of technical documentation for construction process.

This standard is a revision of SH/T 3543-2007 Technical document specification of construction process for petrochemical engineering project, with the main technical contents revised as follows:

——The tables of the original technical documentation for construction process are modified and supplemented, and the tables used for civil works and some tables of instrument test are moved to SH/T 3503 specification as handover technical documentations;

——The subclause of “filing contents of technical documentation for construction process” is added;

——The requirements that “the construction organization shall establish the design change receiving and issuing procedures, and keep the design change documents as the handover technical documentation” are added; and the documentation management content of pressure piping is added;

——The requirements that "the civil works of the construction project shall comply with the provisions of the construction administration department where the construction project is located" are clarified; when the contents specified in this standard are involved, the requirements of this standard shall also be implemented;

——The requirements for the filing of technical documentation for construction process are adjusted.

Specification on technical documentation for construction process of petrochemical construction projects

1 Scope

This standard specifies the requirements of technical documentation for construction process of petrochemical construction projects.

This standard is applicable to the preparation, sorting and archiving of technical documentations during the construction for newly constructed, extended and renovated petrochemical projects.

3 Terms and definitions

For the purposes of this standard, the terms and definitions given in GB/T 50328 and SH/T 3503 as well as the following apply.

3.1

general designation of technical documentations such as quality management documents and quality control records formed by the construction organization during the construction process of the construction project

4 General

4.1 The construction organization shall prepare the following technical documentations according to the requirements of the project contract and quality management. Before the documentations are issued, they shall be approved according to SH/T 3550 and the documentation management procedures of the organization:

a) Construction organization design;

b) Construction technical scheme or technical measures;

c) Construction process documentations or operating instructions;

d) Inspection test plan or process quality control plan;

e) Division of sub-item and sub-section works.

4.2 The formation of technical documentations for construction process shall meet the following requirements:

a) The documentations required by subclause 4.1 of this standard are confirmed before the construction of the project;

b) The equipment/material quality certification documentations are confirmed before the equipment is installed or the materials are used;

c) Quality control records are confirmed before proceeding to the next process.

4.3 The construction organization shall manage the design change documentations and establish the design change receiving and issuing procedures.

4.4 The construction organization shall check and manage the quality certificates of equipment and materials constituting the engineering entity.

4.5 The NDT organization shall submit a NDT report in accordance with SH/T 3503. The construction organization shall provide the layout drawing of the inspected equipment and the axonometric drawing of the piping marked with the weld number before the inspection.

4.6 In addition to this standard, the contents of the technical documentation for construction process for special equipment installation work such as boilers, pressure vessels, pressure pipings, lifting machinery and elevators shall also comply with the requirements of the safety and technology supervision organization of special equipment.

4.7 In civil work, the contents of the technical documentation for construction process for steel structure, building construction work and its affiliated buildings, such as electrical, HVAC, building intelligence, etc., shall comply with the provisions of the construction administration department where the construction project is located, and that for equipment foundation, structures and other projects shall comply with this standard.

4.8 The contents of the technical documentation for construction process of railway, highway, port and wharf, telecommunications, power station, power transmission and transformation project above 35 kV, oil and gas fields, long-distance pipings and other projects in the construction project shall be in accordance with relevant national standards.

5 Contents and copies of technical documentation for construction process

5.1 The filing contents of technical documentation for construction process shall include:

a) Construction organization design;

b) Construction technical scheme or technical measures;

c) Construction process documentations or operating instructions;

d) Inspection test plan or process quality control plan;

e) Division of unit, sub-item and sub-section works;

f) Engineering quality management system documentations and operation records;

g) Documentations formed by accepting the supervision and inspection of government administrative departments and engineering quality supervision institutions according to the requirements of laws and regulations;

h) Operation records for supervision procedures related to construction formed according to SH/T 3903;

i) Acceptance records for engineering quality according to GB 50300 and SH/T 3508;

j) Quality control records for construction process formed according to 6.6 of this standard, including professional works such as civil works, equipment, piping, electricity and instrument;

k) Construction drawings;

l) Other documentations.

5.2 If the archive of technical documentation for construction process is a copy, it shall be indicated where the original is stored and stamped with the seal of the project department of the construction organization.
