为加强水利技术标准编制工作的管理，统一水利技术标准的编写要求，保证水利技术标准的编写质量，制定本标准。　　　
　　本标准适用于水利水电工程规划、勘测、设计、施工安装、质量验收、运行维护、安全评价和监测预测等工程建设类水利行业标准的编写。非工程建设类水利行业标准的编写应按相应的标准编写规定执行，但其前言及标准历次版本编写者信息应按本标准的规定执行。

Scope

This standard is applicable to the preparation of water conservancy industry standards for engineering construction such as water conservancy and hydropower project planning, survey, design, construction and installation, quality acceptance, operation and maintenance, safety evaluation, monitoring and prediction, etc. The preparation of non-engineering water conservancy industry standards should be carried out in accordance with the corresponding standard drafting rules, but the preface and the information of the writers of previous versions of the standard should be carried out in accordance with the provisions of this standard.
