本规程适用于城市综合用水量的控制管理，可用于城市涉水专业规划的编制，亦可供城市发展和新区建设用水预测与取水总量控制参照使用。达到相应规模的建制镇、经济开发区可参照执行。

Scope

This standard is applicable to the control and management of comprehensive urban water consumption. It can be used for the preparation of urban water-related professional planning. It can also be used as a reference for urban development and new area construction water forecasting and total water intake control. Organized towns and economic development zones that have reached corresponding scales can refer to this implementation.
