Scope
This standard is formulated to standardize the content, depth and preparation requirements of water conservancy and hydropower project proposals. This standard is applicable to the preparation of proposals for new, rebuilt and expanded large and medium-sized water conservancy and hydropower projects, and other types of project proposals can be implemented as a reference. The preparation of project proposals should be based on the approved river basin (river section), regional comprehensive planning or professional planning. The preparation of project proposals should implement national policies and guidelines, and in accordance with the requirements of national and regional economic and social development plans and relevant technical standards, demonstrate the necessity of building the project, propose engineering tasks, analyze and demonstrate the construction plan and scale of the project, and evaluate the rationality of project construction. Focus on demonstrating the necessity of project construction, construction scale and benefits, investment and fund raising plans. Special demonstrations should be conducted on major technical issues involving national economic development and planning layout. The main content and depth of the project proposal should meet the following requirements: demonstrate the necessity of project construction, basically determine the priority order of engineering tasks and comprehensive utilization of engineering tasks. Basically determine the main hydrological parameters and results of the project site. Preliminary evaluation of regional structural stability, analysis of reservoir conditions, basic identification of the main engineering geological conditions affecting the project site (dam site, gate site, plant site, station site, etc.) and water transmission line selection, preliminary identification of the engineering geological conditions of the main buildings, and preliminary evaluation of the main existing engineering geological problems. Conduct a preliminary investigation of natural building materials. Basically select the scale of the project and the overall layout of the project, and analyze the impact of the project construction on other water projects in the upstream and downstream of the river and surrounding areas. Carry out water-saving analysis of the relevant scope of water resources development and utilization construction projects, and preliminarily determine water-saving goals, water-saving indicators and water-saving measures. Basically select the project grade and design standards, project site and water transmission line, etc., basically select the basic dam type, and preliminarily select the overall layout plan of the project and other major building types. Preliminary selection of the main equipment types and layout of hydraulic machinery, electrical and metal structures. Basically select the external transportation plan and construction diversion method, preliminarily select the material yard, diversion building layout, main construction methods and general construction layout of the main project, and preliminarily determine the total construction period. Preliminary determination of the scope of land acquisition for construction, preliminary identification of the main objects, and a preliminary plan for resettlement of immigrants. Analyze the impact of project construction on major environmental protection targets, propose environmental impact analysis conclusions, and formulate environmental protection measures. Analyze the impact of project construction on soil and water loss, preliminarily determine the scope of responsibility for soil and water loss prevention and control, the soil and water conservation measures system and the overall layout. Preliminarily determine the category of management units, formulate a project management plan, and preliminarily determine the management scope and main management facilities. Formulate the project information construction tasks and system functions. Prepare investment estimates. Analyze the project benefits, costs and loan capacity, preliminarily propose a fund-raising plan, and preliminarily evaluate the economic rationality and financial feasibility of the project. Preliminarily propose the main conclusions of each chapter, propose possible problems and risks, as well as preliminary response measures, and propose suggestions that require coordination and support from relevant parties.
