Introduction
Interpretation of the core content of the standard
| Technical elements | Requirements for new power stations | Requirements for the transformation of existing power stations |
|---|---|---|
| Ecological flow guarantee | Three simultaneous principles (design/construction/commissioning) | Discharge capacity assessment is required |
| Types of discharge facilities | 6 categories including ecological spill holes/valves/gates/siphons/units | |
| Minimum water depth control | ≥0.2m (can be relaxed for special requirements) | |
Key technical requirements
Selection of ecological discharge facilities
According to Article 4.2 of the standard, the selection of discharge facilities needs to consider:
- Hydropower station development method (diversion type/dam-behind type, etc.)
- Water level fluctuation (adjustable valve is recommended for >5m)
- Geological conditions (siphon is preferred for arch dam)
Typical case: A 50MW diversion power station in Yunnan adopts a combination of ecological discharge valve + stepped deep pool system to ensure the ecological needs of the 3km river section between the plant and dam.
Implementation suggestions
Joint dispatch of cascade power stations
Article 4.3.2 of the standard emphasizes basin coordination:
- Establish an ecological flow monitoring platform
- Formulate a dynamic dispatch plan (giving priority to ecological flow during the dry season)
- After the implementation of joint dispatch of 6 power stations in a basin in Zhejiang, the number of dry days in the downstream river has been reduced by 82%
