This standard, as the industry norm for entry-exit inspection and quarantine in China, was formulated with reference to ISPM No. 6 (1998 edition) and established a standardized framework for pest monitoring. After its release and implementation in 2012, it unified the technical requirements of the monitoring procedures and provided a scientific basis for the construction of pest-free areas and risk analysis.

Technical route design

Chapter 3 of the standard requires the use of a double sampling strategy: targeted sampling (for known outbreaks) combined with random sampling (to discover unknown outbreaks). For example, in fruit fly monitoring, it is necessary to simultaneously deploy sex attractant fixed-point monitoring and random orchard inspections.

Statistical quality control

The monitoring plan must clearly define the confidence level (usually ≥95%) and the sampling intensity, such as setting up 3-5 monitoring points per hectare. In actual operation, the following should be considered:

2. Peak activity of pests
3. Climate factors
