Introduction

Analysis of the Standard Framework

Core Chapters Key Contents Technical Points
Chapter 4 Product Risk Classification In accordance with SN/T2755.3 Risk Matrix Assessment Method
Chapter 7 Conformity Assessment Written Review + Sampling Inspection At least 5 samples for each model
Appendix A Chemical Property Limits Comparison of Standards in China, the United States, and Europe

Key Technical Requirements

1. Physical Property Inspection

Focus on testing the sharp points, sharp edges and flame retardancy of paper lanterns:

  • Flame retardancy test: Open flame lanterns must pass the GB/T14656 test, with the flame spread rate ≤ the standard value
  • Mechanical hazards: Use a sharp point tester (≤0.5mm) and a sharp edge tester (≤0.25mm)

2. Chemical Property Control

Comparison of Limit Values between China, the United States and the European Union

Elements China (mg/kg) USA (mg/kg) EU (mg/kg)
Lead (Pb) 90 100 160
Cadmium (Cd) 75 75 17

Note: The EU has the strictest control over phthalates, requiring DIBP+DINP+DIDP≤0.1%

Implementation Recommendations

Enterprise Compliance Path

  1. Raw Material Control: Establish a list of qualified suppliers of paper and ink
  2. Process Inspection: Set up sharp edge self-inspection stations in the production process
  3. Export adaptation: Select the testing standard according to the target market (e.g., ASTM F963 is required for the United States)

Notes for inspection agencies

  • Periodic inspection frequency shall not be less than once a year
  • For electric light source lanterns, additional circuit safety testing is required
  • Mold and mildew inspections should be carried out in a constant temperature and humidity environment
