Introduction
Analysis of the Standard Framework
SN/T 4707-2016, the core standard for biosafety management of special items for import and export in my country, establishes a four-tier classification system (AD) based on risk levels. This standard integrates the laboratory biosafety requirements of GB 19489-2008 and forms a supporting framework with specialized standards such as SN/T 1335 and SN/T 1832.
Risk classification system
| Risk level | Core characteristics | Regulatory cycle | Applicable standards |
|---|---|---|---|
| Grade A | Articles related to highly pathogenic pathogens | 3 months | SN/T 1832+SN/T 1335 |
| Grade B | Products containing conditionally pathogenic microorganisms | 6 months | SN/T 1832+supplementary testing |
| Grade C/D | Conventional biological materials | 12 months | SN/T 1335 Basic requirements |
Key technical requirements
Risk assessment model
Appendix B of the standard provides a three-dimensional assessment matrix based on pathogen characteristics, preparation process, and usage scenarios:
- BSL-1~4 laboratory classification corresponds to Class A items
- Gene editing materials require additional testing (PCR, sequencing, etc.)
- Cell lines require ATCC/CMCC certification documents
Implementation recommendations
- Establish classification files: Create an item-risk level comparison table according to Appendix A of the standard
- Dynamic adjustment mechanism: Review the latest research data on high-risk items (A/B levels) quarterly
- Multi-standard collaboration: Combine the laboratory requirements of GB 19489 with the test methods of SN/T 2352
