Introduction

Analysis of the standard technical framework

This part of the standard applies to the weighing of container cargo by electronic truck scales and railway scales, and explicitly requires that the accuracy of the scales must be better than 0.2%, and the accuracy level should meet the Class III scale standard. The main technical parameter requirements are as follows:

Selection of weight identification method

Double weighing method

The net weight is calculated by weighing the loaded vehicle weight (WH) and the empty vehicle weight (WTE), and deducting the weight of the packaging (WPD):

WN = WH - WTE - WPD

One-time weighing method

A vehicle information management system needs to be established to retrieve the empty vehicle weight (WT) and instant fuel volume (WO) from the database:

WN = WH - WT - WO - WPD

Typical case: A port adopts the one-time weighing method for imported iron ore. Through the pre-registered data of 200 container trucks, the daily average weighing efficiency is increased by 40%


Implement key control points

  1. Weighing instrument management: the calibration cycle shall not exceed 6 months, and frequent use shall require calibration every 3 months
  2. Vehicle requirements: vehicle speed ≤ 3km/h, overlong vehicles need to be weighed by changing vehicles
  3. Data verification: adopt the two-read and one-record system, and digital instruments need to be triple-checked

Background of standard evolution

With the increase in the proportion of container transportation, the 2017 version of the standard established a vehicle information management system for the first time to solve the efficiency bottleneck of the traditional two-time weighing mode in cross-border transportation. Compared with the 2003 version of the "Regulations on the Weight Verification of Import and Export Commodities", the following are added:

  • Standardized definition of marked weight of containers
  • Mandatory requirements for video monitoring of electronic truck scales
  • ABCD four-level classification management system for transportation companies
