Standard Background and Technical Evolution

As an important technical specification issued by the General Administration of Customs in 2022, this standard fills the gap in the standard field of identification of recycled plastics and modified plastics by X-ray fluorescence spectrometer. As the global plastic recycling rate has increased to 9.1% (2021 data), identification technology has developed from the early simple visual inspection to the current multi-method combined system.

Detailed explanation of key detection technologies

5.3 Component identification

When the characteristic peaks of polymers are detected by infrared spectrometer (GB/T 6040), recycled plastics usually show an oxidized carbonyl peak at 1730cm⁻¹. Differential scanning calorimetry (GB/T 19466.3) shows that the melting peak width of recycled materials is 3-5℃ wider than that of new materials.

5.5 Element Identification

When tested by X-ray fluorescence spectrometer, the typical characteristic of polyamide recycled materials is that the Ti content is > 200ppm, while the Br content in modified materials often reaches 800-1500ppm (flame retardant residue).


Implementation Suggestions

  1. Establish a three-level identification process: first conduct packaging/appearance screening, then conduct rapid ash content testing, and finally conduct composition/element analysis
  2. Data cross-validation: DSC melting curves should be mutually verified with infrared spectroscopy results
  3. Key monitoring of risky substances: Strengthen testing of heavy metals such as Cd/Pb that may exceed the standard in recycled materials in accordance with GB/T 26125

Application Case

A batch of goods declared as "modified PP" seized by Guangzhou Customs in 2023 was found through testing according to this standard:
1) The ash content difference reached 1.8-4.7% (not in line with the characteristics of modified materials)
2) Abnormally high Cl element was detected (1420ppm)
It was finally confirmed that recycled plastics were illegally imported.
