Introduction
Analysis of the core framework of the standard
This regulation establishes a complete technical system for the identification of imported steel waste, and achieves accurate identification through a three-level inspection mechanism (on-site initial screening - laboratory testing - comprehensive judgment). The standard innovatively combines the general requirements of GB34330 with the characteristics of the steel industry to form a highly operational implementation specification.
Comparison of key identification factors
| Determination dimensions | Non-solid waste characteristics | Solid waste characteristics |
|---|---|---|
| Physical state | Meet the technical specifications of new products | Presence of defects such as rust/deformation |
| Chemical composition | Element content meets the standard | Impurities exceed the standard (such as Pb, Hg) |
| Radioactivity | ≤Background value + 0.25μGy/h | Radiation dose exceeds the standard |
| Proof of use | Provide proof of original use | Unable to explain reasonable use |
Key points for technical implementation
1. On-site rapid screening
When using a portable spectrometer for elemental analysis, please note:
- The relative error of 8 elements such as Si and Mn must be ≤25%
- The thickness of the oxide film should be controlled within 10μm
- Each sample should be tested at least 3 times to take the average value
2. Laboratory testing specifications
The laboratory needs to focus on the following analysis:
- Microstructure (metallographic analysis)
- Surface contaminant composition (XRF detection)
- Processing performance test (ductility/hardness)
Typical application cases
Case: A batch of imported goods declared as "recycled steel raw materials" was found to have the following after testing:
- Cr content fluctuation reached 35% (exceeding the allowable error)
- Surface β contamination value 0.6Bq/cm² (exceeding the limit by 50%)
- 3 unopened pressure vessels were included
According to Article 9.3 of the standard, it was comprehensively determined to be solid waste prohibited from import.
Analysis of Standard Evolution
Main improvements compared to the 2020 version of the standard:
- Added Container Intelligent Sampling Algorithm (Table 2)
- Refine the radioactivity detection threshold (Article 5.1)
- Clarify the 12 types of visual features of recycled steel raw materials (Appendix C)
Corporate Compliance Recommendations
- Complete pre-identification report before import
- Retain complete production process records
- Apply for third-party re-inspection of disputed goods
