本推荐方法适用于管道穿越铁路和公路施工，同时也适用于铁路或公路施工越过现有管道是对管道的调整。本推荐做法不应用于追溯既往，不应把本推荐做法应用于本版生效日或以前签订施工合同的管道；不是用于定向钻曲线穿越和公用隧道中安装的管道。

Scope

This recommended practice mainly stipulates provisions related to public safety. It includes the requirements for design, installation, inspection and testing required to ensure that steel pipelines can safely cross railways and highways. It is mainly applicable to the design and construction of welded steel pipelines crossing railways and highways. The provisions of this recommended practice are designed to protect facilities traversed by pipelines and to provide adequate design for the safe installation and operation of pipelines. This recommended practice applies to the construction of pipelines crossing railways and highways, and also applies to the adjustment of pipelines when railway or highway construction crosses existing pipelines. This recommended practice should not be applied retroactively and should not be applied to pipelines with construction contracts signed on or before the effective date of this edition; it is not applicable to pipelines installed in directional drilling curve crossings and public tunnels.
