本文件适用于500 kV及以上输电线路工程用铁塔的制造监理工作,其他电压等级输电线路工程用铁塔的制造监理可参照执行。
Scope
(i) Principles for the Development of Standards
Referencing GB/T19001 Quality Management Systems — Requirements (idt ISO 9001) and GB/T19016 Quality Management Systems — Guidelines for Quality Planning in Projects (idt ISO 10006), as well as GB/T26429-2010 Specifications for Equipment Supervision in Engineering Procurement, adopting a process approach considering the characteristics of service products, this standard is formulated based on the relevant product standards for transmission tower iron structures, tailored to the industry's unique features.
This standard mainly regulates the behavior of equipment supervision units during the implementation phase of supervising the manufacturing of transmission line towers after accepting commissions and signing contracts.
The standard divides the equipment supervision services in manufacturing transmission line tower iron into several stages: raw material entry, production processing, trial assembly, galvanizing, factory acceptance testing, pre-delivery inspection, and information management related to communication.
(ii) Scope and Reference Basis for Standard Development
On the basis of GB/T26429 Specifications for Equipment Supervision in Engineering Procurement's requirements, this standard defines terminology and definitions related to manufacturing quality, basic requirements for equipment supervision services, supervisory activities during the manufacturing phase, and the need for documentation.
The drafting incorporates relevant provisions from current standards such as GB/T13912 Hot-dip Galvanized Coatings on Fabricated Ferrous Articles, GB/T1591 Low Alloy High Strength Structural Steel, GB/T19000 Quality Management Systems — Fundamentals and Vocabulary, GB/T2694 Technical Conditions for Manufacturing Transmission Tower Structures, DL/T646 Technical Conditions for Manufacturing Steel Pipe Structure in Power Transmission and Transformation, and DL/T284 Hot-dip Galvanized Bolts and Nuts Used for Towers and Poles of Power Lines. It also refers to related standards on steel materials and processing equipment, aiming to align this standard with China's equipment supervision practices and the relevant manufacturing standards for power transmission tower structures.
(iii) Main Contents of the Standard
This standard primarily guides and regulates the behavior of equipment supervision units during the implementation phase of supervising the manufacturing of transmission line towers. The main contents include scope, normative references, definitions, basic requirements for supervisory services, supervisory processes related to manufacturing, and information management.
The supervisory process focuses on monitoring from a tower production quality perspective. Pre-production inspections review the supervised unit's quality management system operation before production starts; during production, it evaluates the five aspects: people, machinery, materials, methods, and environment.
Four types of supervision tools are adopted in this standard: inspection, audit, verification, and witnessing. The requirements for inspection and audit align with those in GB/T26429.
Verification involves checking reports and data against on-site conditions where specific numerical data is available.
Witnessing covers document witness points (R-points corresponding to the appendix), site witness points (W-points corresponding to the appendix), and stop-point witnessing (H-points corresponding to the appendix).
Specific technical contents of this standard include:
1. Supervisory processes related to manufacturing quality, including pre-production inspections, raw material entry checks, layout drawing verification, component processing, trial assembly, galvanizing, factory acceptance testing, pre-delivery inspection, and information management related to communication.
Pre-production inspections should be conducted before the start of manufacturing activities, focusing on reviewing various documents and inspecting production facilities and equipment from the supervised unit.
Raw material entry checks focus on visual appearance, dimensions, mechanical properties, chemical composition, and compliance with technical documentation.
Layout drawing verification emphasizes the validity of processing drawings and the accuracy of layout drawings.
Component processing includes cutting and blanking, hole making, slotting, bending, opening angles, stamping marks, beveling, welding, straightening, trial assembly, galvanizing, etc. Trial assembly is a stop-point witnessing (H point) where installation positions are checked against drawings, key dimensions measured, and quality of raw materials and welds inspected.
Factory acceptance testing includes quantity verification, product appearance inspection, product packaging check, zinc coating appearance and thickness inspection, ensuring compliance with standards for all items.
Shipping checks focus on verifying the secure packaging of all tower components to prevent loosening during transport and damage from friction between components or between components and packaging. Screw packages should be stored and preserved according to standards without rusting issues.
Detailed supervisory content and witnessing methods are specified in Appendix A.
2. Information Management Related to Communication
Information management related to communication includes quality, progress, contract execution status of equipment orders during manufacturing processes, significant changes in the supervised unit's production and business dynamics, and channels for supervision information transmission such as daily reports, work contact forms, supervision notification forms, stop orders, witnessing situation tables, weekly reports, supervision summaries.
