Scope
This guideline stipulates the basic regulations for civilized construction of thermal power plants as well as organizational management, planning management, information management, program control, item control, behavior control, environmental control, and continuous improvement (i.e., "three managements, four controls, and one continuity") etc. requirements. This guideline applies to coal-fired thermal power unit construction projects, and construction projects such as gas-steam combined cycle, fuel oil, biomass, garbage, solar thermal power generation and nuclear power conventional islands shall be implemented with reference. In addition to following these guidelines, civilized construction management of thermal power construction should also implement relevant national standards and relevant regulations of local governments.
