本文件明确了水资源论证区域评估的内容、方法和技术要点，规定了区域水资源条件分析、开发区现状评估、节水评价与水效评估、需水预测及用水总量核定、水资源配置与取用水影响评估、退水影响评估、取用水管理要求与措施等环节的评估要求。本文件适用于指导各类开发区开展水资源论证区域评估。工业园区、产业聚集区或其他类似区域开展水资源论证区域评估可参照执行。

Scope

The Guidelines for Regional Assessment of Water Resources Argumentation in Development Zones includes 12 chapters and 7 appendices, covering scope, normative references, terms and definitions, general provisions, analysis of regional water resources conditions, current status evaluation of development zones, water efficiency analysis, total water use analysis, water resource allocation, effluent impact assessment, water withdrawal management, conclusions and recommendations.
Chapter 1 to Chapter 2: Specifies the applicable scope and referenced documents of the Guidelines for Regional Assessment of Water Resources Argumentation in Development Zones.
Chapter 3: Clarifies relevant terms and definitions
Chapter 4: Defines procedures, processes, analysis scope, base years, and basic requirements for regional assessment of water resources argumentation in development zones.
Chapter 5: Specifies requirements for analyzing regional water resource conditions.
Chapter 6: Specifies requirements for evaluating the current status of development zones.
Chapter 7: Specifies requirements for water conservation evaluation and water efficiency assessment.
Chapter 8: Specifies requirements for predicting water demand and determining total allowable water use.
Chapter 9: Specifies requirements for water resource allocation and impact assessment of water withdrawal.
Chapter 10: Specifies requirements for assessing the impact of effluent discharge.
Chapter 11: Specifies requirements for managing and implementing measures related to water withdrawal and use.
