Chapter 1 General Provisions

Article 1 In order to regulate pressure pipe service registration administration, this Regulation is formulated in accordance with "Regulations on Safety Supervision over Special Equipment" and "Decision of the State Council on Establishing Administrative Licenses for Administrative Examination and Approval Items Really Necessary to be Retained".
Article 2 This Regulation is applicable to pressure pipe service registration administration within the range specified by "Regulations on Safety Supervision over Special Equipment".
Article 3 Pressure pipe's using unit, property right owner and individual proprietor (hereinafter referred to as using unit) shall transact pipe service registration according to the requirements of this Regulation and take "Special Equipments "Service Registration Certificate" (uniform format is detailed in appendix A and hereinafter referred to as "Service Registration Certificate").
Article 4 AQSIQ is responsible to transact the service registration of inter-provincial, inter-autonomous region and inter-municipal long-distance pipe; local provincial quality and technical supervision department is responsible to transact that of non inter-provincial, autonomous region and municipal long-distance pipe in the local administrative region; the quality and technical supervision department (hereinafter referred to as registration authority) of the city with districts is responsible to transact that of public pipe, industrial pipe and power pipe in this administrative region.
