Scope

Article 1 These rules are formulated in accordance with the Regulations on Safety Supervision of Special Equipment in order to standardize the supervision and inspection of the manufacture of pressure piping components. Article 2 These rules apply to the supervision and inspection of the manufacture of pressure piping components (hereinafter referred to as products) that are subject to licenses as stipulated in the Rules for the License of the Manufacture of Pressure Piping Components (hereinafter referred to as supervisory inspection). Article 3 The supervisory inspection of products shall be undertaken by the special equipment inspection agency (hereinafter referred to as supervisory inspection agency) with corresponding qualifications in the location of the manufacturing unit. Article 4 Supervisory inspection refers to the conformity verification of products by the supervisory inspection agency during the manufacturing process of products, on the basis of the qualified product quality inspection and test (hereinafter referred to as self-inspection) by the manufacturing unit. Supervisory inspection cannot replace the self-inspection of the manufacturing unit. Article 5 The supervisory inspection stipulated in these rules is divided into three methods: unit-by-unit, batch-by-batch and annual supervisory inspection. The scope of products subject to unit-by-unit and batch-by-batch supervisory inspection is shown in Appendix A. Products not included in Appendix A shall be subject to annual supervisory inspection. Article 6 The supervisory inspection items and requirements are shown in the Outline for Supervision and Inspection of the Manufacture of Pressure Piping Components (Appendix B, hereinafter referred to as the "Supervision and Inspection Outline"). The inspection personnel who undertake the supervisory inspection (hereinafter referred to as the supervisory inspector) shall fill in the supervisory inspection results in the "Supervision and Inspection Item Table for Pressure Piping Component Manufacturing" (see Appendix C, hereinafter referred to as the "Supervision and Inspection Item Table"). Article 7 The supervisory inspection agency shall, on the basis of the supervisory inspection by the supervisory inspector, conduct at least one inspection of the implementation of the quality assurance system of the manufacturing unit every year in accordance with the requirements of the "Inspection Outline for the Implementation of the Quality Assurance System of Pressure Piping Component Manufacturing Units" (see Appendix D, hereinafter referred to as the "Quality Assurance System Inspection Outline"), and fill in the inspection results in the "Inspection Item Table for the Implementation of the Quality Assurance System of Pressure Piping Component Manufacturing Units" (see Appendix E, hereinafter referred to as the "Quality Assurance System Inspection Item Table"). Article 8 The "Supervision and Inspection Outline" and "Supervision and Inspection Item Table" are the basic requirements for supervision and inspection work. The supervisory inspection agency may make appropriate adjustments to the "Supervision and Inspection Outline" and "Supervision and Inspection Item Table" based on the technical characteristics of the product, relevant safety technical specifications and their corresponding product standards, as well as the requirements of the supervision and inspection methods.
