Introduction

Background and significance of the standard

As the first special standard for annual reports of cultural centers, this document was drafted by the Ministry of Culture and Tourism, Guangdong Provincial Cultural Center and Sun Yat-sen University in response to the requirements of Article 21 of the Law on Public Cultural Service Guarantee. The implementation of the standard will solve the problem of lack of unified standards for annual reports of more than 3,000 cultural centers at or above the county level across the country.

Standardized compilation process

  1. Preliminary preparation stage (January-February): Establish a compilation team led by the director, and determine the annual report framework with reference to Appendix A
  2. Data collection stage (March): Collect 6 types of core data in accordance with Article 6.1.2, focusing on the following:
    • Annual service statistics
    • Participation in special activities
    • Facility utilization indicators
  3. Compilation optimization stage (April-June): Complete the three-review and three-proofreading process to ensure:
    • Data error rate ≤ 0.5%
    • Political statements are 100% compliant

Interpretation of key innovation points

Coordination mechanism of the main and branch library system

Clause 5.3 of the standard innovatively proposes: Provincial cultural centers should coordinate regional annual reports and establish:

  • Unified data collection template
  • Graded review process
  • Cross-validation mechanism

Guangdong Provincial Cultural Center The pilot case shows that after adopting the standardized template, the efficiency of data submission of subordinate branches has increased by 40%, and the comparability of key indicators has been significantly enhanced.

Digital transformation path

  1. Establish a special database for annual reports to achieve:
    • Automatic comparison of historical data
    • Generation of visual charts
  2. Develop an interactive electronic annual report system to support:
    • Multi-dimensional data retrieval
    • Real-time collection of public feedback
