This standard establishes a three-level OID registration management system (national-provincial-municipal), and standardizes the identification registration process for entity objects such as medical institutions and public health institutions. The global uniqueness of the identification is ensured through two forms: digital OID (primary value) and alphanumeric OID (secondary value).

Identifier Structure

The ISO/ITU hierarchical tree structure is adopted, and the national health root nodes are 1.2.156.10011 and 2.16.156.10011, which complies with the GB/T 26231-2017 specification.

Registration principles

• Inheritance principle: Lower-level nodes are authorized to be managed by their superiors
• Localization principle: Hospitals are registered at the municipal level, and pharmacies are registered at the provincial level
• Autonomy and controllability: Institutions at all levels independently manage branch nodes

Take the electronic prescription identification as an example:

1. The hospital applies for the OID root node at the municipal registration center
2. Generate prescription OID format: root node + object category code + ID card type + ID number + date + serial number
3. Pharmacies verify the authenticity of prescriptions through the national resolution system

This mechanism effectively supports business scenarios such as medical service collaboration and medical insurance settlement.

With the advancement of the National Health Informatization Project (Project 46312), the original scattered medical and health information systems need to be interconnected. This standard:

• Inherits GB/T 17969.1-2000 international registration system
• Combined with WS/T 482-2016 shared document specification requirements
• Responds to the cross-institutional identification needs brought about by tiered diagnosis and treatment

• Confirm the legal person qualification certification document
• Clear the scope of OID use (must match the application type)
• Prepare Chinese and English institution information

Registration process optimization

1. Apply online through the National OID Public Service Platform (www.xxxXXXXXX.xxxXX)
2. Simultaneously submit paper materials (including unified social credit code)
3. Obtain the allocation result after 20 working days of the public announcement period
