Key points for the implementation of key clauses

1. Hierarchical management of power systems

Article 4.1.3 of the standard requires the establishment of a three-level responsibility system: general person in charge of the hospital → person in charge of equipment category (such as the engineering department is responsible for building electrical equipment) → person in charge of the using department. Things to note when implementing:

  • Medical equipment departments should be equipped with certified electricians
  • High-voltage equipment operations must comply with GB 26860
  • Preventive tests shall be carried out in accordance with DL/T 596

2. Special requirements for medical equipment

Article 5.3 proposes the following for medical electrical equipment:

Typical case: An MRI equipment in a tertiary hospital caught fire due to power overload, exposing the following problems:
1. Failure to demonstrate power capacity in accordance with Article 5.3.5
2. Lack of daily inspection records as required by 5.3.4
3. Violation of Article 5.1.3 for overload operation

Standard Evolution Analysis

Compared with the WS 308 general fire protection standard, this standard has the following breakthroughs:

  1. Define for the first time the definitions of 5 categories of electrical equipment, including medical electrical equipment (Chapter 3)
  2. Specify 9 key points for high-voltage equipment inspection (Article 4.4.3)
  3. Establish a 3C certification verification mechanism for service providers (Chapter 6)

Implementation suggestions

1. System construction

Establish according to Article 4.3:

  • Electrical equipment file management system (including preventive test reports)
  • Three-level approval process for temporary power use
  • Operator certification verification mechanism

2. Technical measures

Priority implementation:

  • Install residual current monitoring devices (GB/T 13955)
  • Use medical IT systems in special places such as operating rooms
  • Establish a regular testing system for UPS power supply
