本标准首先明确传输出性能指标系列，即性能指标、设计指标、交付指标及维护指标和限值，阐明它们的含义和用途，然后说明它们之间的相互关系。考虑到我国目前电信网已数字化，而数字网主要的传输损伤是差错（Error）性能，因此本标准的应用范例是数字传输损伤中的差错性能。指标系列和范例说明了性能指标、设计指标、交付指标与维护指标之间的关系及选取取的方法。可作为研究电信网传输性能及制订传输性能各类标准时采用。

Scope

This standard first clarifies the series of transmission performance indicators, namely performance indicators, design indicators, delivery indicators and maintenance indicators and limits, clarifies their meaning and use, and then explains the interrelationship between them. Considering that my country's current telecommunications network has been digitized, and the main transmission impairment of digital networks is poor (Error) performance, the application example of this standard is the error performance in digital transmission impairments. The indicator series and examples illustrate the relationship between performance indicators, design indicators, delivery indicators and maintenance indicators and the selection method. It can be used to study the transmission performance of telecommunications networks and formulate various standards for transmission performance.
