本标准规定了具备ISDN功能的程控交换机，通过ISDN基本速率用户接入接口（‘U’接口），对处于运行状态下使用金属对称线对的基本速率接入数字段的基本状态和性能进行监测时所必须具备的监测功能和能力（在线监测）。其中包括：（1）ISDN基本速率第1类网络终端（NT1）与用户线的连接状态；（2）基本速率接入数字段的激活/去激活功能；（3）ISDN基本接入用户数字传输系统的传输质量；（4）ISDN基本接入用户数字段传输系统传输中断指示；（5）供电工作状态。本标准是对具备ISDN功能的程控交换机及其相关配套设备（例如：NT1，NT1+等）选型、入网检测、运行操作的依据之一。

Scope

This standard specifies that program-controlled switches with ISDN functions monitor the basic status and performance of the basic rate access digital field using metal symmetrical line pairs in the running state through the ISDN basic rate user access interface ('U' interface). The necessary monitoring functions and capabilities (online monitoring). These include: (1) The connection status between the ISDN basic rate Category 1 network terminal (NT1) and the subscriber line; (2) The activation/deactivation function of the basic rate access digital field; (3) ISDN basic access user digital transmission System transmission quality; (4) ISDN basic access user number field transmission system transmission interruption indication; (5) Power supply working status. This standard is one of the basis for the selection, network access detection, and operation of program-controlled switches with ISDN functions and related supporting equipment (for example: NT1, NT1+, etc.).
