Introduction
Technical Background and Evolution of Standards
As the IMS network evolves to the second phase, the traditional centralized ENUM system shows insufficient scalability in cross-operator interconnection scenarios. The distributed ENUM architecture proposed in this standard interconnects I-ENUM Server nodes to achieve efficient mapping between E.164 numbers and SIP URIs, and supports the deep integration of VoLTE and fixed-line IMS.

5.2.1 Data Management Mechanism
IES adopts the broadcast synchronization mechanism to maintain data consistency across operators, supporting:
- Incremental synchronization: newly added number segments are broadcast through NODE_JOIN_REQ
- Real-time update: data modification triggers the MODDATA_BROCAST process
- Safe deletion: The DELDATA process ensures data integrity
5.2.4 Authentication Design
Adopt two-factor authentication: operator ID+IP whitelist binding, abnormal access trigger:
- Direct rejection if source IP verification fails
- Automatic switching of primary and backup IPs (heartbeat cycle 1-3min)
- Overload protection threshold defaults to CPU50%/memory70%

Case: A user of operator A calls a user of operator B
1. The calling S-CSCF initiates a recursive query through the I3 interface
2. IES returns the SIP URI of domain B
3. An end-to-end SIP session is established (see Figure 10 for the signaling process)

Deployment considerations
- The IP and service identifier of the interconnected operator's IES node must be pre-configured
- A hierarchical topology is recommended to control broadcast storms
- The operation and maintenance interface must implement 4-level permission isolation
