本规范适用于通信专用房屋工程监理与相关服务活动。主要内容包括施工准备阶段、施工阶段的监理工作，结合电信专用房屋工程特点，在质量、造价、进度控制、合同，以及履行安全生产管理法定职责等方面规范监理单位及人员监理工作的标准。

Scope

This specification is formulated to standardize the construction supervision work of telecommunication housing projects and improve the level of construction project supervision. This specification applies to the supervision of telecommunication housing projects and related service activities. The project supervision unit should have the corresponding qualifications and sign a construction project supervision contract with the construction unit in written form before implementing the construction project supervision. The contract should include the scope, content, service period and remuneration of the supervision work, as well as the obligations of both parties, breach of contract and other related terms. The supervision of telecommunication housing projects implements the chief supervision engineer responsibility system. The project supervision unit should carry out the construction project supervision work in a fair, independent, honest and scientific manner. In addition to implementing this specification, the construction supervision work of telecommunication housing projects should also implement the relevant standards and specifications currently in force in the national, local and industry competent departments.
