Introduction
Background of standard technology evolution
This standard inherits and develops the requirements of AQ3010, SB/T10745 and other specifications, and adds an electrostatic control flow rate threshold (refueling ≤7m/s, oil transfer ≤4.5m/s) and a triple confirmation mechanism (before/during/after operation) to target the special risks of equipment such as oil tankers and tank trucks in ship construction scenarios. Compared with the old version, the main enhancements are:
| Improvement dimensions | 2019 version | 2024 version |
|---|---|---|
| Risk management | Basic checklist | Appendix A Complete risk matrix (31 elements) |
| Department collaboration | 3-party confirmation | 6 departments jointly sign (including material/process departments) |
| Technical parameters | Unspecified flow rate | Graded flow rate control + 15min static requirement |
Core management framework
4.1-4.6 Multi-department responsibility matrix
Establish a collaborative system with the operation organization department as the core:
- The process technology department must provide the oil circuit schematic diagram (mandatory requirement for the first operation)
- The quality management department is responsible for the tightness inspection (≥0.25MPa pressure test)
- The material department needs to sign a safety technology agreement and verify the supplier's qualifications
Key points for operation risk control
7.1 16 preparations before operation
Key control items:
- Anti-static equipment (surface resistance ≤10⁸Ω)
- Flame arrester installation (tank truck exhaust pipe)
- Ground resistance detection (≤10Ω)
7.2 8 prohibitions during operation
Including: prohibiting refueling through vent pipes, strong convective weather operations, simultaneous open flame operations, etc. Special attention:
Implementation suggestions
Standardized process construction
It is recommended that enterprises refer to Appendix B to establish:
| Stage | Record file | Retention period |
|---|---|---|
| Before operation | 6 department confirmation form | 3 years |
| During operation | Liquid level monitoring record (15min/time) | 1 year |
| Emergency drill | Evaluation report + video record | 2 years |
Personnel training focus
Special training required: Oil and gas separator operation, explosion-proof tool use specifications, oil spill recovery device (oil boom deployment angle ≤45°)
