Introduction

Background of standard technology evolution

This standard inherits and develops the requirements of AQ3010, SB/T10745 and other specifications, and adds an electrostatic control flow rate threshold (refueling ≤7m/s, oil transfer ≤4.5m/s) and a triple confirmation mechanism (before/during/after operation) to target the special risks of equipment such as oil tankers and tank trucks in ship construction scenarios. Compared with the old version, the main enhancements are:

Core management framework

4.1-4.6 Multi-department responsibility matrix

Establish a collaborative system with the operation organization department as the core:

  • The process technology department must provide the oil circuit schematic diagram (mandatory requirement for the first operation)
  • The quality management department is responsible for the tightness inspection (≥0.25MPa pressure test)
  • The material department needs to sign a safety technology agreement and verify the supplier's qualifications
