Scope

This standard specifies the content and requirements for the establishment, drafting, review, decision and publication, publicity and interpretation, explanation, filing, evaluation, cleanup and guarantee of local government regulations. This standard applies to the formulation, amendment, abolition and interpretation of provincial and municipal government regulations (hereinafter referred to as regulations). The drafting of local regulations submitted by provincial and municipal governments to the People's Congress and its Standing Committee for deliberation can be implemented as a reference.
