Introduction

Analysis of the Standard's Core Content

The DB/T 78-2018 standard defines a technical framework for using remote sensing imagery to assess hazard levels in meiseis zones, focusing on addressing the timeliness of traditional ground-based surveys. Following implementation, the assessment response time for earthquakes of magnitude 7 or greater has been reduced to six hours.

Comparison of Technical Frameworks

Evaluation Dimensions Traditional Methods Remote Sensing Evaluation
Coverage Local Sampling Full Coverage
Response Time 24-72 hours 2-6 hours
Data Accuracy Centimeters (Point) Meters (Surface)

Key Technical Indicators

  1. Image resolution requirements: The spatial resolution of remote sensing data used for assessment should reach 2-10 meters (Article 6.1.2)
  2. Response level:
    • M<7.0: Start assessment within 2 hours
    • M≥7.0: Complete preliminary assessment within 6 hours (Article 4.4)
  3. Assessment elements:
    • Building damage rate (structural type needs to be distinguished)
    • Scope of secondary geological hazards
    • Damage to transportation infrastructure

Implementation recommendations

Data preparation phase

It is recommended to establish a rapid acquisition mechanism for multi-source remote sensing data, including:

  • Pre-earthquake basic image library (1:5000 scale)
  • Commercial satellite emergency procurement channel
  • UAV emergency mapping plan

Evaluation and implementation phase

In accordance with the requirements of Chapter 7 of the standard, a three-level verification process is adopted:

  1. Automatic interpretation (AI identification of damaged areas)
  2. Manual review (expert confirmation of key areas)
  3. Ground sampling (10% field verification)
