Introduction
Background of specification revision and technological evolution
This specification is a comprehensive upgrade of the 2007 version of the standard, mainly responding to the National Energy Administration's 2017 industry standard revision plan (National Energy Comprehensive Technology [2017] No. 52). The revision process incorporates technological advances in the field of dam safety monitoring over the past 13 years, in particular:
| Revision dimensions | Contents of the 2007 edition | New/modified points in the 2020 edition |
|---|---|---|
| Supervision qualifications | Basic qualification requirements | Specify the professional requirements for supervision personnel, and clarify that the chief supervision engineer must hold a registered supervision engineer certificate |
| Quality control | General quality clauses | New inspection procedures for monitoring instruments, requiring special inspections to be carried out in accordance with DL/T 5178 and DL/T 5259 |
| Safety management | Not an independent chapter | Newly added Chapter 8 specifically stipulates the requirements for construction safety, environmental protection and occupational health management |
Analysis of key supervision points
1. Full-cycle management of instruments and equipment
The specification requires the implementation of three-stage control for key equipment such as vibrating-wire sensors and inclinometers:
- Purchase phase: Review whether the technical indicators meet the requirements of DL/T 5178, and focus on checking the factory inspection report
- Arrival acceptance: The supervisor must participate in the unpacking acceptance and verify the consistency of the equipment number and the inspection certificate
- Installation inspection: Initial value calibration must be completed before burial, and the resistance ratio parameter deviation must not exceed ±0.5%
2. Data quality control system
Establish a four-level data review mechanism:
Typical case: After the installation of a piezometer in a hydropower station, the measured values exceeded the threshold for three consecutive times. The supervisor increased the observation frequency to twice a day according to Article 5.4.1 of the specification, and finally discovered the problem of cable joint oxidation.
Key indicators for project acceptance
| Acceptance type | Qualification standard | Supervision review documents |
|---|---|---|
| Unit project | Main control items are 100% qualified, general items are ≥70% qualified | Appendix A.0.2 Quality Assessment Table |
| Unit project | All instruments obtain benchmark values and run for ≥30 days | Monitoring data compilation report (DL/T 5209) |
Implementation suggestions
In view of the particularity of the monitoring project of hydropower stations in mountainous areas, it is recommended that:
- Add special clauses for instrument protection in high altitude areas to the supervision plan
- Implement a two-person acceptance system for key facilities such as GNSS reference stations
- Establish a 48-hour closed-loop processing mechanism for abnormal values of monitoring data
