This specification is a comprehensive upgrade of the 2007 version of the standard, mainly responding to the National Energy Administration's 2017 industry standard revision plan (National Energy Comprehensive Technology [2017] No. 52). The revision process incorporates technological advances in the field of dam safety monitoring over the past 13 years, in particular:

1. Full-cycle management of instruments and equipment

The specification requires the implementation of three-stage control for key equipment such as vibrating-wire sensors and inclinometers:

  1. Purchase phase: Review whether the technical indicators meet the requirements of DL/T 5178, and focus on checking the factory inspection report
  2. Arrival acceptance: The supervisor must participate in the unpacking acceptance and verify the consistency of the equipment number and the inspection certificate
  3. Installation inspection: Initial value calibration must be completed before burial, and the resistance ratio parameter deviation must not exceed ±0.5%

2. Data quality control system

Establish a four-level data review mechanism:

Typical case: After the installation of a piezometer in a hydropower station, the measured values exceeded the threshold for three consecutive times. The supervisor increased the observation frequency to twice a day according to Article 5.4.1 of the specification, and finally discovered the problem of cable joint oxidation.
