为了满足水电水利工程建设监理工作需要，规范建设监理行为，提高建设监理水平，进一步明确大坝安全监测系统施工监理的工作内容、程序、工作方法与要求，以质量、进度及投资控制为基本内容，编制本标准。

Scope

This standard specifies the basic requirements for construction supervision of dam monitoring systems, including requirements for supervision agencies and supervisors, control of project quality, progress and investment, as well as contract management and project acceptance. This standard is applicable to the safety monitoring systems of Level 1, Level 2, and Level 3 buildings in large and medium-sized hydropower and water conservancy projects, underground projects, dam area slopes that have a significant impact on dam safety, and other dam safety-related buildings.
