本标准适用于已停电的交流输变电与配电系统以及电气设备，220kV-500kV输电线路绝缘架空地线上及在试验室和试验设备上临时装设短路接地用的便携式接地和接地短路装置。
本标准不适用于在直流高压输电设备上所用的便携式接地和接地短路装置。
