As an important part of the GA/T series of technical standards, this standard is based on the GA40-2018 traffic accident case file standard and is specifically refined for the handling of road traffic safety violations scenarios. Its technological evolution is mainly reflected in:

Core terminology analysis
Case file requirements: Clearly distinguish the case files of general procedure and simple procedure. The case files of general procedure must include:
- Decision on case filing (Figure 23)
- Evidence preservation list (Figure 44)
- Administrative penalty decision (Figure 10)
Application case: Illegal parking processing
When a city’s traffic police use the Illegal Parking Notice (Figure 20), they must simultaneously mark the following in the file bag (Figure 1): Violation code + processing time limit + law enforcement officer number, in accordance with the requirements of Clause 4.2 of this standard.
Implementation suggestions
- File bag format: Strictly follow the 240mm×340mm size specified in Figure 1-2, and use 80g/m² kraft paper
- Electronic documents: It is recommended to use GB/T2312-1980 encoding to avoid character set compatibility issues
- Cross-regional processing: When referring to Figure 12 for off-site processing document templates, it is necessary to add the illegal location code field
Standard association system
This standard is in line with the DA/T22-2015 filing rules, class=instrument>GA40-2018 accident standards constitute a three-level standard system for public security law enforcement documents. The specific relationship is shown in the figure below (omitted).
