This standard replaces the 2012 version of GA/T 995. The main technical changes include: deleting the definition of standard definition/high definition video terms, adding 3 new terms such as panoramic features, strengthening the requirements for video processing units, adding 5 functions such as driver facial feature recording, and optimizing 12 types of test methods. It reflects the industry's technical upgrade path from single evidence collection to intelligent analysis + multi-source data fusion.

1. Violation evidence collection function
It is necessary to ensure that the video record contains: more than 5 seconds of illegal behavior process, panoramic features (including license plates/line markings), and illegal behavior features. Capture rate requirements for fixed equipment:
- Daytime ≥90% | Nighttime ≥80%
- Special scenarios (such as horn evidence collection) must include 3 seconds of audio
2. Vehicle feature recognition
Improve accuracy through dual-mode verification:

Implementation suggestions
1. Selection and configuration: For urban expressways, fixed equipment that supports multi-stream recording and traffic statistics should be selected first, and the vehicle-mounted equipment must meet the IP66 protection level.
2. Test verification: It is recommended to conduct a 2000+ sample stress test through the illegal scenario library in Appendix B to ensure that the license plate recognition accuracy rate is ≥98%.
3. Operation and maintenance management: Use the status monitoring function in clause 4.6.5 of the standard, set a 300-second status synchronization cycle, and monitor the health of the equipment in real time.
